A LOUDOUN LEGISLATOR IS CALLING for a 28th Amendment to be added to the U.S. Constitution that would allow states to repeal federal laws and regulations. Virginia Del. Jim LeMunyon (R-southern Loudoun/Fairfax) prefiled HB 542 today in the General Assembly with 19 co-patrons, including House Speaker William J. Howell and Dels. Thomas A. “Tag” Greason (R-Northeastern Loudoun) and Tom Rust (R-Herndon). If ratified as part of the U.S. Constitution, the amendment would permit two-thirds of the states, when acting in unison, to repeal specific federal laws and regulations. “In many respects, the increase in the number of laws and regulations in recent decades has made the federal government too big to govern effectively,” LeMunyon said in a statement. “Federal mandates imposed on programs such as transportation, education, and social services are frequently implemented at the state and local level. These programs have expanded beyond the capacity of Congress to oversee them. Online Tracking By Advertisers May Face Overhaul

YOU MAY SOON BE ABLE TO STOP advertisers from tracking your every move online if the Federal Trade Commission’s call for a “Do Not Track” option becomes a reality. An FTC staff report issued Wednesday proposes a simple Web browser mechanism that would allow consumers to review data collected about them, or choose not to be tracked by anyone. Consumer and privacy advocates cheered the news and said they’ll push for quick passage of a federal law mandating a mechanism. The House subcommittee on Commerce, Trade and Consumer Protection holds a hearing today on the matter. “This is a pretty big step forward,” says Ed Mierzwinski, consumer program director at U.S. PIRG, a non-profit consumer-advocacy group. “It sends a very clear message that … only an Internet-wide Do Not Track program will work.” Advertising networks systematically track the websites you visit as part of profiling your online behavior so they can target you to receive specific ads.
