A LOUDOUN LEGISLATOR IS CALLING for a 28th Amendment to be added to the U.S. Constitution that would allow states to repeal federal laws and regulations. Virginia Del. Jim LeMunyon (R-southern Loudoun/Fairfax) prefiled HB 542 today in the General Assembly with 19 co-patrons, including House Speaker William J. Howell and Dels. Thomas A. “Tag” Greason (R-Northeastern Loudoun) and Tom Rust (R-Herndon). If ratified as part of the U.S. Constitution, the amendment would permit two-thirds of the states, when acting in unison, to repeal specific federal laws and regulations. “In many respects, the increase in the number of laws and regulations in recent decades has made the federal government too big to govern effectively,” LeMunyon said in a statement. “Federal mandates imposed on programs such as transportation, education, and social services are frequently implemented at the state and local level.
